What is the DBD?
The Downtown Business District (DBD) is a special services district created in 2001 following a successful referendum of property owners located within the proposed district boundaries. The members are committed to supporting commerce, culture and community in the Downtown Business District and a Board of Commissioners oversees the operation of the district, which is funded by a property tax. The tax has remained at 3 mils since July 1, 2001.

Where is the DBD?
The DBD extends from one block north of the intersection of Main and Washington to Union Street on the east side, and from Liberty Street to William Street on the west. The east side of Broad Street from Washington to William is included as well as Court, College and William Streets between Main and Broad Streets. The ordinance that created the DBD allows property owners outside the district to join providing that their property has a boundary on, or access to, Main Street. We have welcomed new members who are located at the north end of Main Street.

Who’s in charge?
The DBD is governed by an 11 member Board of Commissioners, comprised of:  7 regular members, 2 alternates and 2 ex officio members who are the Mayor of Middletown and the President of the Middlesex County Chamber of Commerce.

How much does it cost?
The budget for the fiscal year 2007-2008, which ends June 30, 2008, is $129,450.00. This revenue is applied to: 
Street Beautification (Sidewalk sweeping, landscaping, etc.) 
Promotion {media advertising, special events, dining/shopping brochures,
      web site} 
Business recruitment
Administration {part-time director, Main Street Guides, office, insurance, etc}
